▪ The 22nd National Assembly continues its efforts to address climate change and achieve carbon neutrality. ▪ In 2024, industrial sector greenhouse gas (GHG) emissions reached 41.3% of total national emissions, and this is expected to hit 50% by 2030. ▪ Korea has a manufacturing-centered industrial structure, and it must simultaneously achieve carbon neutrality and strengthen industrial competitiveness. ▪ (Challenges) The industrial sector faces structural challenges including massive initial investment and regulatory cost burdens, changes in the competitive global environment, and widening capability gaps between companies during the carbon neutrality transition process. ▪ (Opportunities) Although there are short-term burdens on industry, the transition provides long-term opportunities such as technological innovation, competitiveness enhancement, and market expansion. ▪ The following should be promoted to ensure a successful carbon neutrality transition: ① low-carbon processes and technological innovation, ② energy transition and efficiency, ③ circular economy and supply chain innovation, and ④ policy and incentive expansion. ▪ Effective implementation of the four strategies requires a comprehensive national support system. ▪ A policy foundation for industrial and energy transition must be established through fiscal support, legal and institutional reform, and regulatory response. |
