Roles

The role of NABO is to support the National Assembly by analyzing and evaluating issues related to the national budget, fund and fiscal operations.(Article 22-2 of the National Assembly Law)

NABO was founded to help the National Assembly efficiently check and watch the Administration. All experts and professional staffs of the NABO conduct independent and non-partisan research and analysis.

Generally, NABO provides two kinds of products and services: Studies and Reports, and Custom Reports.

Studies and Reports

Analysis on the budget proposal presented by the Administration
Preparation of reports on the fiscal issue and the economic outlook
National program evaluation and medium-long term spending analysis

Custom Services and Reports

Cost estimates for bills requiring budget at the initial stage of legislative action
(The estimates have become an integral part of the legislative process.)
Confidential information and analysis service on specific policy and program issues
at the request of committees and individual members

Responsibilities

NABO supports Assembly Members, the main actors of legislative activities by undertaking the following responsibilities:

  1. First, it conducts research and analysis on budget bills, settlement of accounts, fund operation plans and settlement of funds.
  2. Second, it carries out bill cost estimations for bills that require the implementation of the budget or funds.
  3. Third, it conducts analyses and produces outlook reports on the operation of state finances and macro economic trends.
  4. Fourth, it conducts analyses and evaluations of major government programs and analyses of medium to long-term fiscal demands.
  5. Fifth, it carries out studies and analyses in response to requests by the National Assembly Standing Committees and Assembly Members.
